Recently, the Shenzhen Municipal Bureau of Industry and Information Technology issued the “Action Plan for Strong and Effective Support for the Development of Gazelle and Unicorn Enterprises in Shenzhen (2025-2027)”. In today’s increasingly fierce competition in the global commercial display industry, the Shenzhen Commercial Display Industry Promotion Association is embarking on a new journey to help commercial display enterprises achieve high-quality development with a new attitude. As an important driving force of China’s commercial display industry, the Shenzhen Commercial Display Industry Promotion Association deeply recognizes the importance of cultivating gazelle and unicorn enterprises, and regards them as key measures to promote industrial upgrading and achieve leapfrog development. Striving to become a national champion in individual events is a common goal of commercial display enterprises. In the future, the Shenzhen Commercial Display Industry Promotion Association will guide enterprises to deepen their cultivation in segmented fields, cultivate core technologies, and create differentiated competitive advantages. By organizing enterprises to participate in the formulation of national/industry standards, conducting international technical exchanges, and hosting industry innovation exhibitions, we aim to enhance the industry influence and market competitiveness of enterprises. In order to thoroughly implement the important speeches and instructions of General Secretary Xi Jinping on Guangdong and Shenzhen, implement the decision-making arrangements of the Party Central Committee and the State Council on effectively supporting the development of gazelle and unicorn enterprises, enhance scientific and technological innovation and the competitiveness of emerging industries, and combine with the actual situation of our city, this action plan is formulated.
1、 Overall requirements

Build a mechanism for discovering and cultivating the growth of gazelle and unicorn enterprises, focusing on the “20+8” strategic emerging industry cluster and future industrial fields, exploring and discovering through multiple channels, establishing a gradient cultivation library for gazelle and unicorn enterprises, and continuously improving the full chain cultivation service system of “precise identification gradient cultivation ecological empowerment” around financial, innovation, scene, talent, market and other factor resources, cultivating a fertile ground for the growth of gazelle and unicorn enterprises. By 2027, a total of 1000 gazelle enterprises and 80 unicorn enterprises will be cultivated, and Shenzhen will be built into a highland for gathering gazelle and unicorn enterprises with international influence.
3、 Main tasks
（1） Build a discovery mining evaluation mechanism.

1. Focus on high-quality entrepreneurial teams and projects. Focusing on the “20+8” strategic emerging industry cluster and future industrial fields, we will explore high-quality entrepreneurial teams and projects from multiple dimensions such as founding teams, product technology, market prospects, and capital recognition. Collaborating with top headhunting agencies, we focus on founding teams and startups whose core members have working backgrounds in large companies and teaching or studying backgrounds in well-known universities. We extensively collect award-winning projects or teams from various innovation and entrepreneurship competitions, as well as well-known research institutions and industry alliances, to accurately identify companies and projects with “hardcore” technology and explosive growth potential.
2. Expand market-oriented discovery and mining channels. Strengthen cooperation with leading technology service agencies, collaborate with service agencies and innovation and entrepreneurship carriers, discover good projects and enterprises in incubated enterprises and top venture capital fund investment enterprises, and fully utilize new technologies and tools such as artificial intelligence and data analysis to discover gazelle and unicorn enterprises. Focus on the transformation projects of scientific research achievements in universities and institutes, internal fission and investment mergers and acquisitions projects of top enterprises, especially growth oriented high-quality projects and enterprises that have achieved originality and breakthrough.
3. Enhance the professional selection and evaluation mechanism. Establish an evaluation committee for gazelle and unicorn enterprises, continuously optimize the gradient selection evaluation index system, select and discover a batch of high-quality enterprises every year, establish a gradient cultivation library for gazelle and unicorn enterprises, and implement dynamic management. Establish a gazelle and unicorn enterprise service alliance, customize a “service resource package”, provide “one-on-one” services, tap into the development potential of enterprises and conduct selection and grading, form a cultivation team, and promote the continuous emergence of gazelle and unicorn enterprises. Hold an annual unicorn enterprise development conference, release a series of unicorn enterprise rankings, and create a good development atmosphere.
   （2） Strengthen financial empowerment support.
4. Effectively leverage the role of government guided funds. Support early investment, small investment, long-term investment, and investment in hard technology, and prioritize the use of various policy funds to invest in incubation pool enterprises. Relying on financial institutions, we tailor financial service solutions for every gazelle and unicorn enterprise, promote the “investment loan linkage” model, and provide combined financing support according to enterprise needs. Promote the establishment of a docking platform for the Shenzhen M&A Fund Alliance. Give full play to the “specialized, refined, unique, and new” equity financing and listing cultivation functions of the Qianhai Equity Trading Center, deeply implement the “Starry Pengcheng Action” plan, and support qualified cultivation pool enterprises to enter domestic and foreign capital markets.
5. Establish a risk sharing mechanism. Encourage banking institutions to invest in exclusive financial products such as “R&D loans” and “talent loans” to cultivate pool enterprises. Provide risk compensation for loans such as initial loans, intellectual property loans, and credit loans that support the cultivation of library enterprises in the event of non-performing loans. Include the cultivation of library enterprises in the special guarantee plan to support scientific and technological innovation. Encourage insurance institutions to explore innovation in insurance products and services around the “20+8” strategic emerging industry cluster and future industry key areas and major projects. Explore the establishment of a risk compensation mechanism for the Shenzhen Science and Technology Innovation Seed Fund.
   （3） Improve the support of the innovation ecosystem.
6. Create a space for scientific and technological innovation. Build a Leye space security system of “one desk, one office, one floor office building”, providing low-cost, high-quality research and production space. Support gazelle and unicorn enterprises to jointly build industrial spaces through joint land acquisition, encourage the supply of mixed land for research and development and production purposes, and achieve the goal of “starting construction immediately after land acquisition”. Support the construction of concept validation centers and small and medium-sized trial bases for gazelle and unicorn enterprises, and provide support according to policies after certification.  
7. Build a collaborative innovation platform. Support unicorn enterprises to lead the formation of innovation consortia to carry out collaborative innovation, undertake or participate in major science and technology projects in the city, carry out disruptive technology, cutting-edge technology, and key core technology research and development, and provide funding according to policies. Relying on major project resources, distribute “training vouchers”, “corpus vouchers”, and “model vouchers” to the cultivation library enterprises. Subsidies will be provided according to policy for R&D expenses of eligible cultivation library enterprises.  
8. Promote scene innovation and application demonstration. Actively promote the opening of application scenarios for all time, all domains, and all industries, regularly release a list of application scenario opportunities, and give priority to innovative products and services from gazelle and unicorn enterprises under the same conditions. Encourage major government and social projects to open up their application scenarios to gazelle and unicorn enterprises. Establish a normalized scenario supply and demand docking mechanism, regularly organize and cultivate docking activities between database enterprises and scenario demanders, and promote precise matching and cooperation between both parties.
   （4） Strengthen the guarantee of specialized talents.
9. Increase support for high-level talents. We strongly support the cultivation of high-level talents by enterprises in the cultivation database. Under equal conditions, priority will be given to recognition and relevant treatment will be given according to policies. Promote the high-level characteristic development of higher education and the high-end integration of industry and education in vocational education, encourage universities to establish interdisciplinary majors in “new engineering”, jointly cultivate talents needed by enterprises through school enterprise cooperation, and provide subsidies according to the number of trainees.
10. Optimize the talent service ecosystem. Establish a talent credit evaluation system, and give priority to professional title evaluation and children’s education support to credit excellent gazelle and unicorn enterprises. Implement the Talent Housing Project, build a worry free affordable housing supply system of “one bed, one room, one suite”, and provide housing security for talents. Provide comprehensive and one-stop visa and residency services for high-end foreign talents.
    （5） Assist in expanding domestic and international markets.
11. Assist enterprises in expanding into the domestic market. Priority support will be given to gazelle and unicorn enterprises for their first major technological equipment, first batch of key new materials, and first version software according to policies. Prioritize the inclusion of gazelle and unicorn enterprises in the government procurement whitelist and support their participation in key government procurement projects. Assist in connecting with leading industrial enterprises and listed companies, and promote the integrated development of large, medium, and small enterprises in the industrial chain. Showcase the latest innovative achievements of the company through various channels such as unicorn enterprise development conferences, exhibitions, forums, etc.
12. Support enterprises to carry out international operations. Fully leverage the risk protection role of export credit insurance and support enterprises to accelerate their expansion into international markets. Provide a certain proportion of actual booth fees to enterprises participating in key supported exhibitions overseas. Provide a certain proportion of financial subsidies for the upfront expenses, loan interest, overseas investment insurance fees, and investment in the construction of overseas economic and trade cooperation zones incurred by cultivating warehouse enterprises in overseas investment projects.
    4、 Guarantee measures
    （1） Strengthen organizational support. The Municipal Bureau of Industry and Information Technology and the Municipal Bureau of Small and Medium sized Enterprise Services will coordinate the discovery and cultivation of gazelle and unicorn enterprises, and promote relevant units to implement specific measures to support enterprise development. According to work needs, the responsible municipal leaders shall preside over a joint meeting of departments to study and deploy key work measures, coordinate and solve major problems and difficulties.
    （2） Improve the service mechanism. Establish a “one enterprise, one policy” service mechanism, build a government enterprise direct communication platform, coordinate and solve the difficulties, demands, and suggestions faced by enterprise development. Focusing on the differentiated demands and development bottlenecks of enterprises, as well as the difficulties, demands, and suggestions that require cross departmental and cross level coordination to solve, we will tailor personalized support measures for enterprises in accordance with laws and regulations.
    （3） Create a favorable regulatory environment. Develop “sandbox supervision” rules for new technology, new industry, and new format entities, and include gazelle and unicorn enterprises in the fields of new technology, new economy, and new format in the “sandbox supervision” upon application, creating a safe and relaxed environment for the application of new technology, development of new products, and promotion of new models.
